He was born in Athens where he attended Varvakeios Model High School. He studied law at the University of Athens and he pursued postgraduate studies at the University of Paris II, where he obtained a DEA de droit immobilier.
He has been practising law in Athens since 1981. He has been the Legal Counsel of the Association of Greek Technical Companies of the highest class and the Legal Counsel of the Technical Chamber of Greece.
He served as President of the Football Pools Organisation (OPAP) in the period 1989-1990. From May 2000 to February 2002 he served as Secretary General at the Ministry of Transport and Communication. In addition, he was a member of the Greek Parliament in the period 2004-2012 and Vice Minister of Internal Affairs, Development and Administrative Reform in the period 2009-2012.
He speaks French and English.
